Sunset is the most popular -- you get daylight, sunset and night lights in one visit -- but it's also the most expensive and busiest slot, booked days ahead. Early morning is quieter, cheaper, and usually has clearer visibility before the day's heat and haze build up.
It's worth it if you're visiting at peak time, for a special occasion, or want to skip the crowds: entry is dedicated and much quieter. The view itself isn't dramatically different from Level 124/125 -- the difference is comfort, not the panorama.
